Supporting government to ensure compliance with internationally accepted Good Governance standards for environmental protection and anti corruption


Based on the programmatic objective of OSCE to support for government authorities to comply with good governance standards, proposal focused on the issue of solid waste pollution as a problem that presents a threat to public health and undermines economic and social development efforts to promote tourism. The project supported the organization of events designed to promote awareness of existing government commitments, analyse shortcomings in current performance among stakeholders, and encourage candid debate on ways to improve compliance in regions.


Findings from the workshops delivered in the frame of the project Promoting the implementation of Aarhus Convention in South Eastern Europe Region, Albania - 2011-2012, showed that the problems identified were almost similar such as: lack of long-term strategy, small collection of waste tariffs, lack of waste separation, lack of local waste management plans, lack of public participation and information in regard to waste management, lack of proper infrastructure and lack of investments etc.


The actual project proposes to offer technical assistance in one pilot location in Vlora area. The assistance will consist in providing support to prepare a waste management regulation and a monitoring plan for Qender Commune in Vlora region. Qender commune stands among the main communes in Vlora region. Narta Lagoon, Soda Forest and a long coastal line in Vlora region, fall under Qender commune territory. Therefore the proposed Waste Management Regulation will help Qender Commune to properly plan and implement waste management in its territory. In addition, it will protect the commune from waste pollution and irresponsible dumping and will be used as a model for other LGUs in that area to follow.
